The OIML recently published a new Recommendation in respect of active electrical energy for electricity meters: the OIML R46. NMi has been appointed as the first Issuing Authority for this new directive. What are the advantages of using this document? And why is it worthwhile testing your meters in accordance with this Recommendation?
Connecting markets with different backgrounds
It took a very long time before the R46 document could finally be published. This is because experts from different backgrounds worked together in preparing a document with requirements that would be universally accepted. This brought together experts from the United States of America, from Australia, and from Europe (based on their respective ANSI standards, Australian Standards and European EN 50470 standards) and many others accustomed to the well-known IEC 62052/62053 standards. Working in close cooperation, they produced one set of documents that was acceptable by all, therefore creating wide acceptance in an evolving smart meter market worldwide.
One of the major advantages with this new document is that the R46 bridges the requirements in all these local markets. A test report that conforms to this Recommendation can open doors more easily in all those markets.
Where is R46 already important?
The prospects now are that OIML R46 will be necessary in order to obtain official approval at national level in several Asian and South-American countries. The document will also be used in Australia and it is about to be implemented by several other countries in the future. At the moment, cross referencing of the R46 with the MID in Europe is being prepared by a group of WELMEC members from the Netherlands and Slovenia. NMi is also participating in this group so as to create a high level of acceptance for MID approvals. As soon as the cross reference has been accepted by WELMEC, the OIML R46 will also be regarded as a normative document under the MID and can be used in obtaining European approval.
Testing at NMi
At the moment, NMi is the only OIML authority issuing Certificates of Conformity with respect to the R46, as indicated on the OIML website www.oiml.org.
NMi offers a complete program for type testing with regard to the IEC 62052/62053 series in combination with the EN 50470 documents and the R46, depending on the market for which the product is designed.
